Both are grammatically correct and mean the same. And both are the natural ways of saying it. Use either. "1+3=4" may be read "one plus three equals four" or "one plus three is equal to four".

因为中国的标准化考试造就了一种追求单一答案的思维方式。

我在教小孩算算术时，一直是说 one plus one equals two.(我自己也忘记是在哪里学来的了。）
前几天，无意中翻看可汗学院的小学数学公开课视屏，老师说的是: one plus one is equal to two. 我吓一跳，难道我一直都说错了吗？后来查字典，（牛津，科林斯，英汉大辞典），还翻看多个版本的公开课，（大学计算机系编程的课程），发现三种说法，都可以。
有趣的是，我对小孩说 one plus one is equal to two. 他竟然纠正我，说应该是 one plus one equals two. 我暗自庆幸没有教错，不然，要改过来还真麻烦。
